Can you get Lasik at 22?

Well, I am legally blind in my right eye from being born with a cataract in my right eye. Then I got it removed at the age of 2, and they removed the infected lens from the eye. I use only see blurry color; now it fade from barely color to complete darkness. My left eye is getting weaker and I afraid I will lose that eye too. Which effect my career as an illustrator and writer. Or would Lasik not work. Do it matter if I am allergic to contacts as I used to wear at 3 or 4 years old and my eye swelled up and my parents had to pry them open to retrieve them. I current wear classes with huge lenses but breaking or losing them every week from with losing them or rough housing.
