Why is my eye droopy/puffy?

For the last 4-5 months my eye has seemed to of gone wonky, or puffy or droopy, I cant work out what it is.

I had an eye infection around 6 months ago, the doctor treated it and now it seems to be stuck how it is now, I went back to the doctors and he gave me some lacri-lube incase it was dry and still nothing has changed. I tried eye baths, still nothing

I also stopped wearing my contact lenses for a month and nothing has changed!

will it ever go back to normal? if not can I get surgery?
