What if, instead of having cheaper plans available to people who only want to cover themselves, and more expensive plans available to people who want their spouse and children to be covered, everyone just paid the same price (slightly lower than the family price, much higher than the individual price), and everyone got family coverage, whether you're actually covering a family or not?
